The Toronto Police Association (TPA) is governed by a board of nine serving uniform and civilian members of the Toronto Police Service. The TPA Consititution and By-laws provide the democratic framework through which the voting membership elect their peers to serve in leadership roles in the TPA.


 

The Toronto Police Association is managed by a full-time board of nine directors who make key decisions on behalf of the membership. The Board of Directors consists of a President, Vice-President, Director of Member Benefits, Director of Administrative Services, Directors of Civilian Field Services (2) and the Directors of Uniform Field Services (3).

The purpose of the board is to provide the Association with direction and advice. It is their responsibility to ensure that the Association fulfils its mission statement and in doing so, it frequently sets the Association ’s strategic direction. The duties and responsibilities of each position are described within the Constitution. In addition to their constitutional duties, the Board of Directors is actively involved in priority setting, strategic planning, policy development, financial oversight and political engagement.

Mike McCormackPresidentPresident Mike McCormack is the Chief Executive Officer of the Association and presides over all Association activities. He is responsible for the development of the Association goals, policies and strategic direction. The President  coordinates and directs the negotiation of collective agreements to the general benefit of the membership and is the chief spokesperson for the Association.

Mike McCormack has been President of the Toronto Police Association (TPA) since 2009 and represents over 8,000 uniform and civilian members. The TPA is the largest municipal police association in Canada and the fourth largest in North America. Mike has been a member of the Toronto Police Service for over 27 years and has worked in Primary Response, the Major Crime Unit, the Detective Office and the Street Crime Unit.

Mike was actively involved in the Regent Park community and initiated the “Police Enabling Action through Community Program”, a fund raising program providing at-risk youth with funds to pursue a university education. Mike also organized youth basketball tournaments and mentored youth in high crime neighbourhoods. In 2003 Mike was elected Uniform Director and served two-terms in this position.

Mike is a former director of the Police Association of Ontario (PAO) and is currently a director of the Canadian Police Association Board (CPA). Mike has a long family history in policing.


 

 

Brian Callanan is the Vice President responsible for all administrative functions of the Association and acts as Secretary to the Association and its principal Board committees. He acts as Chair at all Board meetings and is instrumental in the development of Association goals and policies. Another function of the Vice-President is the development and implementation of education programs for Directors, staff and members of the Association. The Vice-president also participates in collective agreement negotiations.

Brian began his policing career in 1996. He was assigned to 11 Division where he worked in the Primary Response Unit, Community Response Unit, Youth Bureau, and the Public Order Unit. In 2003 he was assigned to 52 Division where he worked in the Primary Response Unit, Community Response Unit, and the Criminal Investigations Bureau. In 2004 he was assigned to 51 Division where he worked in the Primary Response Unit, Criminal Investigations Bureau, and the Major Crime Unit. Brian worked at 51 Division for 7 years until he was promoted to the rank of Sergeant in 2011 at which time he was assigned to 11 Division. In 2012 Brian was assigned to the Hold-Up Squad where he worked as a Detective in the Retail Business Unit until he was elected to the TPA Board as Director At-Large in November 2014. Brian has been an active member of the Association since 2007 and has served as both a steward and chief steward at 51 Division, Intelligence, and Hold Up. He has served on the Clothing and Equipment committee. Brian’s previous police and association experience is an asset to him in the serving the members of the Association.

Scott Spratt is the Director of Administrative Services. He reviews enquiries and complaints from civilian and uniform members and is responsible for major uniform and civilian issues including job evaluation, clothing and equipment, promotional process and working conditions.

Pete Grande is the Director of Member Benefits. He coordinates and directs the services to members relating to benefits, protection or services available through their employment, legislated or insured benefits, collective agreement benefits, Health and Safety Act and Workers’ Compensation Act. He is responsible for coordinating and directing all benefit programs, in accordance with the Constitution and By-laws, the Regulations and Board Policy.

Helena Briand is the Director of Civilian Field Services. She receives and reviews inquiries and complaints from civilian members and is responsible for evaluating civilian working conditions, job descriptions and job reclassifications and coordinating member representation in grievance cases.

Kevin Corrigan is the Director of Civilian Field Services. He  receives inquiries and complaints from civilian members and reviews all such matters. Kevin is responsible for  evaluating civilian working conditions, job descriptions and job reclassifications. He coordinates member representation in grievance cases in accordance with the appropriate collective agreement and the Grievance Committee guidelines, and coordinates, meets with and  provides guidance to the civilian Chief Stewards and Stewards.

Jason TomlinsonDirector of Uniform Field Services

 

Jason Tomlinson is the Director of Uniform Field Services receives inquiries and complaints from uniform members and reviews all such matters; is responsible for evaluating uniform working conditions and reports regularly to the Board concerning any significant changes or deviations from the collective agreement. Coordinates member representation in grievance cases in accordance with the appropriate collective agreement and the Grievance Committee guidelines. Also coordinates, meets with and provides guidance to the Chief Stewards and Stewards.

Clayton Campbell is the Director of Uniform Field Services. He receives inquiries and complaints from uniform members and reviews all such matters. Clayton is responsible for  the evaluation of uniform working conditions and reports regularly to the Board concerning any significant changes or deviations from the collective agreement. He coordinates member representation in grievance cases in accordance with the appropriate collective agreement and the Grievance Committee guidelines. The Director of Uniform Field Services coordinates, meets with and provides guidance to the Chief Stewards and Stewards.

Jon Reid is the Director of Uniform Field Services. He receives inquiries and complaints from uniform members and reviews all such matters. Jon is responsible for evaluating uniform working conditions and reports regularly to the Board concerning any significant changes or deviations from the collective agreement. Jon coordinates member representation in grievance cases in accordance with the appropriate collective agreement and the Grievance Committee guidelines. He coordinates, meets with and provides guidance to the Chief Stewards and Stewards.

 

Jon began his career in 1988 as a Primary Response officer in 11 Division, before going on to work in the Community Foot Patrol and Major Crime Unit.  In the mid 90’s, Jon was assigned to 1 District Street Crime and 1 District Drugs.  In 1999, Jon returned to work in the Primary Response Unit at 14 Division, followed by Community Response and Criminal Investigations.  Jon was transferred to the Toronto Police College for four years where he assisted with recruit and driver training, before returning to 14 Division where he worked in Primary Response, Community Response and the Vice Unit.

 

In 2009, Jon was promoted to the rank of Sergeant and was transferred to 13 Division Primary Response.  After completing his probationary period he moved onto 13 Division Criminal Investigations.  In 2010, Jon transferred to the Gun and Gang Task force where he remained until he was elected to the TPA Board of Directors in October, 2012.

Jon has been an active member of the Association since 1996 and has served as both a steward and chief steward at No. 14 and No. 13 Division. He was a steward at the Gun and Gang Task force until his election to the board. Jon has always been a strong supporter of the membership and the Association. Jon’s previous police and association experience has made for a natural fit to the position of Director of Uniform Field Services. Jon continues to work diligently for all members of the Association.
