The Toronto Police Association (TPA) is governed by a board of nine serving uniform and civilian members of the Toronto Police Service. The TPA Consititution and By-laws provide the democratic framework through which the voting membership elect their peers to serve in leadership roles in the TPA.
Jon Reid is the President. He acts as Chief Executive Officer of the Association and presides over all Association activities. He acts as the sole spokesperson for the Association, is instrumental in the development of Association goals and policies in all areas and co-ordinates and directs the negotiation of collective agreements to the general benefit of the membership.
Jon began his career in 1988 as a Primary Response officer in 11 Division, before going on to work in the Community Foot Patrol and Major Crime Unit. In the mid-'90s, Jon was assigned to 1 District Street Crime and 1 District Drugs. In 1999, Jon returned to work in the Primary Response Unit at 14 Division, followed by Community Response and Criminal Investigations. Jon was transferred to the Toronto Police College for four years. He assisted with recruit and driver training before returning to 14 Division, where he worked in Primary Response, Community Response and the Vice Unit.
In 2009, Jon was promoted to Sergeant's rank and was transferred to 13 Division Primary Response. After completing his probationary period, he moved onto 13 Division Criminal Investigations. In 2010, Jon transferred to the Gun and Gang Task Force, where he remained until he was elected to the TPA Board of Directors in October 2012.
Jon has been an active member of the Association since 1996 and has served as both a steward and chief steward at No. 14 and No. 13 Division. He was a steward at the Gun and Gang Task Force until his election to the Board. Jon has always been a strong supporter of the membership and the Association. Jon's previous police and association experience has made for a natural fit for the President position. Jon continues to work diligently for all members of the Association.
Brian Callanan is the Vice President responsible for all administrative functions of the Association and acts as Secretary to the Association and its principal Board committees. He acts as Chair at all Board meetings and is instrumental in the development of Association goals and policies. Another function of the Vice-President is the development and implementation of education programs for Directors, staff and members of the Association. The Vice-president also participates in collective agreement negotiations.
Brian began his policing career in 1996. He was assigned to 11 Division where he worked in the Primary Response Unit, Community Response Unit, Youth Bureau, and the Public Order Unit. In 2003 he was assigned to 52 Division where he worked in the Primary Response Unit, Community Response Unit, and the Criminal Investigations Bureau. In 2004 he was assigned to 51 Division where he worked in the Primary Response Unit, Criminal Investigations Bureau, and the Major Crime Unit. Brian worked at 51 Division for 7 years until he was promoted to the rank of Sergeant in 2011 at which time he was assigned to 11 Division. In 2012 Brian was assigned to the Hold-Up Squad where he worked as a Detective in the Retail Business Unit until he was elected to the TPA Board as Director At-Large in November 2014. Brian has been an active member of the Association since 2007 and has served as both a steward and chief steward at 51 Division, Intelligence, and Hold Up. He has served on the Clothing and Equipment committee. Brian’s previous police and association experience is an asset to him in the serving the members of the Association.
Scott Spratt is the Director of Administrative Services. He is responsible for managing civilian and uniform issues including job evaluation, clothing and equipment, the promotional process and general working conditions. He is also responsible for member related Police Services Act issues and is tasked with ensuring legal representation and providing case management of these files.
Scott has been a police officer for over 30 years, beginning his career in 1989 as a constable in 51 Division. In 1999, Scott was promoted from 51 Division and was assigned to duties as a patrol Sergeant in 13 Division before becoming a Detective and supervising the Street Crime Unit. In 2002, Scott was transferred to the Sexual Assault Squad where, as a Detective, he led a team of investigators assigned to investigate sexual assault cases from across the City. In 2004, Scott transferred to the Homicide Squad where he worked as a Detective until 2009. After leaving the Homicide Squad, Scott was promoted to Staff Sergeant and was transferred to 53 Division where he was a Platoon Commander for about a year before being transferred and taking on the responsibility of Detective Sergeant, in charge of the Street Enforcement Teams at the Gun and Gang Task Force. After six years at the Gun and Gang Task Force, Scott left in 2016 to become the Detective Sergeant in charge of Detective Operations at 51 Division where he remained until starting his new position at the TPA in October 2018.
Pete Grande is the Director of Member Benefits. He coordinates and directs the services to members relating to benefits, protection or services available through their employment, legislated or insured benefits, collective agreement benefits, Health and Safety Act and Workers’ Compensation Act. He is responsible for coordinating and directing all benefit programs, in accordance with the Constitution and By-laws, the Regulations and Board Policy.
Helena Briand is the Director of Civilian Field Services. She receives and reviews inquiries and complaints from civilian members and is responsible for evaluating civilian working conditions, job descriptions and job reclassifications and coordinating member representation in grievance cases.
Helena began her career in 1989 as a Court Officer with Court Services. For almost 29 years, Helena worked at various locations throughout as the Toronto Police Service including: Old City Hall, Toronto North, 311 Jarvis, Toronto East and Prisoner Transportation Section. Prior to coming to the TPA, Helena was posted at Toronto North Courts as the Officer in Charge – A/Location Administrator. Helena has been an active steward involved in various committees such as the Transformational Task Force, Constitution, Stewards and Legal Assistance Plan (LAP) Chair.
Kevin Corrigan is the Director of Civilian Field Services. He receives and reviews inquiries and complaints from civilian members and is responsible for evaluating civilian working conditions, job descriptions and job reclassifications and coordinating member representation in grievance cases. Kevin began his career in 2002 as a Court Officer. Kevin worked at various court locations throughout the city including Prisoner Transportation Section (PTS) PSU Hand Off Team (H.O.T.) and as a DNA Officer. Kevin was also a booker at 43 Division. In 2007 Kevin became a Steward, followed by Chief Steward in 2013.
Jason Tomlinson is the Director of Uniform Field Services receives inquiries and complaints from uniform members and reviews all such matters; is responsible for evaluating uniform working conditions and reports regularly to the Board concerning any significant changes or deviations from the collective agreement. Coordinates member representation in grievance cases in accordance with the appropriate collective agreement and the Grievance Committee guidelines. Also coordinates, meets with and provides guidance to the Chief Stewards and Stewards.
Clayton Campbell is the Director of Uniform Field Services. He receives inquiries and complaints from uniform members and reviews all such matters. Clayton is responsible for the evaluation of uniform working conditions and reports regularly to the Board concerning any significant changes or deviations from the collective agreement. He coordinates member representation in grievance cases in accordance with the appropriate collective agreement and the Grievance Committee guidelines. Clayton coordinates, meets with and provides guidance to the Chief Stewards and Stewards.
Clayton joined the Toronto Police Service in 2000 and was deployed to the Primary Response Unit at 31 Division. During his 7 years there, he worked in the Community Response Unit and Criminal Investigations Bureau. In 2007, Clayton was promoted to the rank of Sergeant and was transferred to 55 Division. where he worked as a Road Sergeant, Detective, and Unit Complaints Coordinator. He also worked as a Sergeant at Corporate Planning. Clayton was promoted to Staff Sergeant in 2014 and was assigned to Professional Standards Support. Prior to being elected to the TPA, Clayton worked at 55 Division from 2015 to 2018 as a Platoon Commander for two platoons. Clayton has always been a strong supporter of the membership and Association and has a long history of policing in his family, including his father a retired Staff Sergeant, two brothers serving with the Durham Region Police Service and his wife a current member of the Toronto Police Service.
