The Board of Directors is an independent entity comprised of nine members fully seconded from the Police Service. All Directors are elected by ballot and hold office for a full three-year term (unless otherwise stated) or until their successors in office have been elected. The Collective Agreement states that elected members of the Board of Directors of the Association are on leave of absence from their duties for their term of office and upon being elected to the TPA Board they surrender their badges, firearms, uniforms, handcuffs, batons, pepper spray, etc...

Directors are paid by the Association and subscribe to an oath that dictates they will use every means within their power to promote the best interests of the Association and its members.

President

Major Functions

The President shall:

  1. act as Chief Executive Officer of the Association and preside over all Association activities;
  2. act as the chief spokesman for the Association;
  3. be instrumental in the development of Association goals and policies in all areas;
  4. co-ordinate and direct the negotiation of collective agreements to the general benefit of the membership.

Duties & Responsibilities

He shall:

  1. ensure that the affairs of the Association are conducted within acceptable financial parameters;
  2. remain knowledgeable about all matters pertaining to labour relations in the interests of the membership;
  3. remain familiar with all grievance cases and provide advice to the Grievance Committee when appropriate;
  4. remain conversant with all activities of the Police Services Board and Municipal, Provincial and Federal governments on matters of interest to the Association membership or which affect the Association agreements with such bodies and respond to these bodies in an appropriate manner;
  5. chair the Bargaining Committees for all sectors of the Association, act as chief negotiator, determine bargaining strategy and direct full time employees and Bargaining Committee members in labour relations research and analysis activities;
  6. direct the Labour Relations Counsel in all matters particularly with regard to bargaining strategy;
  7. assist and advise members of each sector of the Association in the preparation of proposed amendments to the collective agreements and submit drafts of amendments to the Police Services Board;
  8. represent the Association in all matters of negotiation with the Police Services Board, recommend to the membership acceptance or rejection of proposals put forward in negotiations and advise the membership as to the desirability of proceeding to arbitration;
  9. either personally or through a designee, prepare and present briefs in interest arbitration proceedings;
  10. direct a public relations program for the Association, assist in the development and maintain contact with all areas of the media, act as spokesman for the Association in establishing its public image and apprise the Vice President of all relevant matters;
  11. maintain liaison with all other police associations and make and preserve contacts with Municipal, Provincial and Federal legislators and senior civil servants;
  12. review, approve and co-sign on behalf of the Association all collective agreements and all memoranda or other documents pertaining to or affecting the collective agreements or any provisions thereof;
  13. endeavour to ensure that high levels of service are provided to any member who requests help from the Association as permitted by the Constitution and By-laws;
  14. preside at all General Meetings of the Association, make ruling on protocol and parliamentary procedure, interpret the Association's Constitution and participate in deliberations on all matters coming before meetings of the Board;
  15. function as an official member of all committees of the Association.

Vice President

Major Functions

The Vice President shall:

  1. bear the ultimate responsibility for all administrative functions of the Association;
  2. act as Secretary to the Association and its principal Board committees;
  3. act as Chair at all Board meetings;
  4. be instrumental in the development of Association goals and policies in all areas;
  5. develop and implement an education program for Directors, staff and members of the Association;
  6. formulate and direct a membership information program;
  7. participate in collective agreement negotiations.

Duties & Responsibilities

He shall:

  1. safeguard all property and facilities owned by the Association;
  2. recommend operational policies to the Board and the efficient operation and management of all property and facilities owned or operated by the Association;
  3. ensure that support staff and services are provided to the members, Stewards and the Board;
  4. Chair the Staff Salaries Committee;
  5. approve the hiring, classifying or dismissal of members of the permanent staff;
  6. recommend to the Board the hiring or dismissal of managers, supervise the managers, provide policy guidelines and broad parameters within which they are to manage, maintain liaison with the managers concerning ways of improving staff productivity or service levels, encourage and assist managers in implementing improved methods and represent the interests of managers to the Board as required;
  7. function as Secretary of the Association in accordance with the provisions of the Corporations Act of Ontario;
  8. have charge of the minute books and custody of the Association Seal;
  9. as required, rent a bank safety deposit box in the name of the Association. This box shall be accessible to the President or Vice President when accompanied by such other person as appointed, from time to time, by the Board;
  10. have care and custody of all valuable documents, papers and securities of the Association and deposit the same in the safety deposit box or other place of safekeeping provided by the Association for that purpose;
  11. keep a proper record of the names of all members of the Service and their membership status in the Association and of all persons who are Life, Associate or Honourary members
  12. keep a proper record of the proceedings at all General Meetings and all Board Meetings in books kept for that purpose. He shall ensure that the proper minute and record books and any other necessary books relative to the business to be transacted at such meetings are at every such meeting;
  13. have printed the minutes of every General Meeting and cause the same to be posted at each Unit, for the information of members, with the notice of the next General Meeting;
  14. keep a record of all amendments to the Constitution and By-laws and the Regulations of the Association;
  15. cause notices of all Annual, General or Special General or Board Meetings to be sent out in compliance with the appropriate sections of Part V of the Constitution;
  16. be responsible for furnishing notices and lists required in compliance with the appropriate sections of Part IX of the Constitution;
  17. act as Chair at all Board meetings;
  18. ensure that sufficient notice is posted of all Board meetings and that an agenda is prepared and circulated to all members of the Board;
  19. be instrumental in the formulation of policies to be adopted by the Board, ensure that Board policies are not inconsistent with the Constitution and By-laws, keep a record of all policies adopted by the Board and ensure such policies are accessible to all members of the Board;
  20. assign other duties to Board members as required and be responsible for ensuring that Directors are performing their duties in compliance with the Constitution and By-laws and the Regulations and the policies adopted by the Board;
  21. receive all tenders called for by the Association and shall place such tenders before the Board;
  22. immediately request a leave of absence from the Service of newly elected members of the Board in compliance with the appropriate collective agreement;
  23. assume the duties of President in his absence or, at the direction of the Board, serve as the acting President;
  24. remain fully informed of the current status of all enquiries and complaints;
  25. serve as a member on all Bargaining Committees, representing the best interests of the membership in all collective agreement negotiations;
  26. assign other duties to Board Members as required and perform such other duties as may be assigned by the President.

Director of Legal Services

Major Functions

The Director of Legal Services shall:

  1. Chair the Grievance Committee and bear the ultimate responsibility for the proper handling of all grievances.
  2. administer the Association legal services programs;
  3. be instrumental in the development and review of new and existing programs of legal representation;
  4. supervise the services provided by retained legal counsel and consultants who provide legal services to members;

Duties & Responsibilities

He shall:

  1. Chair the Grievance Committee, make recommendations regarding the continuation or resolution of grievances, develop a program for representation by the Association in grievance matters, ensure the maintenance of complete and accurate files of all grievance cases and report the status of grievances on a regular basis to the Board;
  2. develop a program to educate and encourage first step grievance representation by Chief Stewards and Stewards;
  3. be responsible for providing, in accordance with Board policy, legal representation to members who are, in the course of their employment, charged or are being investigated as a result of their conduct or actions, ensure the maintenance of complete and accurate files and report the status of all matters on a regular basis to the Board;
  4. be responsible for providing, in accordance with Board policy, appropriate representation to members who, in the course of their employment, are denied a benefit or service to which they may be entitled;
  5. supervise, provide guidance and parameters where appropriate and monitor the services and billings of retained legal counsel, consultants or representatives relative to his portfolios;
  6. continuously review existing programs, develop new service programs and make recommendations to the Board;
  7. liaise with the Legal Assistance Plan Board and administer the Legal Assistance Plan in accordance with the directions of the Legal Assistance Plan Board and Regulation No. 8;
  8. assist in the development of training programs which may be of benefit to the Board and the membership;
  9. report to the membership in each issue of "Tour of Duty";
  10. act for the Director of Member Benefits in his absence or at the direction of the Board;
  11. review all legislative amendments which affect the services within his portfolio and be instrumental in the development of an appropriate response when required;
  12. be responsible to the Board and perform such duties as may be assigned by the Vice President.

Director of Member Benefits

Major Functions

The Director of Member Benefits shall:

  1. coordinate and direct the services to members relating to benefits, protection or services available through their employment, legislated or insured benefits, collective agreement benefits, Health and Safety Act and Workers' Compensation Act;
  2. coordinate and direct all benefit programs, in accordance with the Constitution and By-laws, the Regulations and Board Policy.

Duties & Responsibilities

He shall:

  1. be responsible for assisting members in obtaining benefits, protections or services to which they may be entitled through their employment, the collective agreements, legislation, and insured health and welfare plans;
  2. administer the membership, financial, insurance and other welfare plans available to the membership in accordance with the Constitution and By-laws, the Regulations and Board policies;
  3. investigate and review new and existing member benefits and make recommendations to the Board;
  4. remain conversant with all collective agreements, health and other welfare benefits, the Constitution and By-laws and Regulations, Board policies, retirement benefits and criteria, group insurance plans, health and safety legislation and workers' compensation legislation;
  5. respond to all member inquiries relating to employment benefits, insured benefits, retirement benefits and other benefits, protection or service available to members who may be entitled to same;
  6. Chair the Sick Benefits Committee and administer the membership, floral tributes, financial assistance, Tovee Awards, group life insurance and health care benefits available to members in accordance with the Constitution and By-laws, the Regulations and Board policies;
  7. be responsible for administration of the Association group life insurance plan in accordance with Regulation No. 3 and Board policy;
  8. coordinate Board and membership attendance at funerals in accordance with Board policy;
  9. monitor the membership obligations in attending Medical Advisory Services and coordinate Association representation where appropriate;
  10. Chair the Constitution Committee, ensure that proper records are maintained, ensure all proposed amendments to the Constitution and By-laws and the Regulations are presented to the membership for approval and deliver a record of all amendments adopted to the Vice President;
  11. report to the membership in each issue of "Tour of Duty";
  12. liaise with the Employee Assistance Program and the Widows and Orphans Fund;
  13. assume the duties of Director of Legal Services in his absence or at the direction of the Board;
  14. be responsible to the Board and perform such duties as may be assigned by the Vice President.

Director of Civilian Administrative Services

Major Functions

The Director of Civilian Administrative Services shall:

  1. receive inquiries and complaints from Civilian members and refer any such matters requiring unit attendance to the Director of Civilian Field Services;
  2. continually evaluate civilian working conditions, job descriptions and job reclassification, report regularly to the board concerning any significant changes or deviations from the collective agreement;
  3. bear ultimate responsibility for major civilian issues ie: Job Evaluation/Pay Equity, Civilian Promotional Process, Clothing and Equipment, Part-time Members, Job Sharing, Pensions, Surplus Civilian Members' Pool;
  4. participate in Collective Agreement negotiations.

Duties & Responsibilities

He shall:

  1. remain conversant with all collective agreements, health and other welfare benefits, the Constitution and By-Laws and Regulations, Board policies relating to Chief Stewards and Stewards, the status of current negotiations and those of other major unions/associations and the benefits and obligations of all relevant statutes affecting the interests, compensation and working conditions of the membership;
  2. maintain direct liaison with the civilian Chief Stewards and Stewards frequently communicating Board policies and decisions, and with the Director of Civilian Field Services regarding working conditions, job description and job reclassification;
  3. be available to make presentations to all civilian members and be accessible while away from Association premises;
  4. evaluate and process all requests from all civilian members regarding job enrichment or working conditions and make recommendations to the Bargaining Committee and the Board;
  5. report to the Board on issues relevant to the portfolio;
  6. report to the membership in each issue of the "Tour of Duty";
  7. coordinate a program for consultants approved by the Board and administer a budget in an independent manner subject to regular review by the Board;
  8. assist in the preparation of briefs in civilian interest and rights arbitration;
  9. act as a member of the Bargaining Committee;
  10. co-chair the Clothing and Equipment Committee, Appearance Regulation Committee, Charitable Events Committee, Job Evaluation Committee, Part Time Members Committee, Tiling Committee, Charitable Donations Committee, Civilian Compressed Work Week Committee;
  11. Chair the Job Evaluation Committee, Part Time Members Committee, Charitable Events Committee, Tiling Committee;

  2. maintain direct liaison with the civilian Chief Stewards and Stewards, frequently communicate with them regarding their opinions and the opinions of the membership they represent, continuously provide guidance and direction where required, continuously review their actions and performance to ensure that their responsibilities are being carried out and make recommendations to the board regarding those who are unwilling or unable to comply with their assigned responsibilities;
  3. frequent units and make presentations to members on parades, educational sessions or other opportunities on issues relevant to the Association and to the membership;
  4. be available to respond to all civilian member inquiries and complaints, represent member interests as required to the appropriate command level, be accessible while away from Association premises and, in conjunction with the Directors of Field Services endeavour to provide member access to a Director during evening hours;
  5. evaluate requests from civilian members regarding job enrichment or working conditions and make recommendations to the Board;
  6. be available to represent the members in health and safety issues and when members are requested to appear before managers of Medical Advisory Services and keep the Director of Member Benefits apprised;
  7. act as a member of the Grievance Committee, be responsible for ensuring that the Association is represented at the first and second steps of the grievance procedure, encourage, where appropriate, representation at the first step by a Chief Steward or Steward, report all representation activities to the Director of Legal Services and be responsible to represent the Association at all second step grievance meetings;
  8. report to the Board regularly on issues relevant to the portfolio;
  9. report to the membership in each issue of "Tour of Duty";
  10. represent the Association as required on the Facilities Committee, Clothing and Equipment Committee, and the Compressed Work Week Committee;

  12. submit daily Field Service Reports to the Vice President and the Director of Civilian Administrative Services;
  13. assume the duties of Director of Civilian Administrative Service in his absence or at the direction of the Board;

Major Functions

The Director of Uniform Administrative Services shall:

  3. frequent units and make presentations to members on parades, educational sessions or other opportunities on issues relevant to the Association and to the membership;
  4. be available to respond to all uniform member inquiries and complaints, represent member interests as required to the appropriate command level, be accessible while away from Association premises and, in conjunction with the other Director of Uniform Field Services, and the Director of Civilian Field Services, endeavour to provide member access to a Director during evening hours;
  5. evaluate requests from uniform members regarding job enrichment or working conditions and make recommendations to the Board;
  6. be responsible for representing members in regards to grievances of minor circumstances under the Police Services Act and public complaints or where a potential penalty is forfeiture of 5 days pay or time loss, keep the Vice President and the Director of Legal Services informed of such matters, maintain a file of each grievance case and prepare an annual statistical summary for the Board;
  7. be available to represent the members in health and safety issues and when members are requested to appear before managers of Medical Advisory Services and keep the Director of Member Benefits apprised;
  8. act as a member of the Grievance Committee, be responsible for ensuring that the Association is represented at the first and second steps of the grievance procedure, encourage, where appropriate, representation at the first step by a Chief Steward or Steward, report all representation activities to the Director of Legal Services and be responsible to represent the Association at all second step grievance meetings;
